Refurbishment

Local Authorities are currently undertaking a staggering amount of work in order to meet the Decent Homes Standard. This Database provides an overview of this work including:

  • Background details for each Local Authority, Arms Length Management Organisation (ALMO) and Housing Association (HA) including the amount of housing stock owned, location and who to contact.

  • Narrative information regarding each option available to Local Authorities to bring their homes up to the standard and the rules that govern them. Options include setting up an ALMO, transferring housing stock to an RSL utilising PFI or  using existing funding streams.

  • Details of the option(s) chosen by each Local Authority and how they will refurbish their stock.

  • A review of their progress to date, identifying those landlords that have now met the Decent Homes Standard, those that have works underway and those that have yet to commence their programme.

Ongoing Maintenance Arrangements

The Database includes comprehensive information on Ongoing Maintenance Arrangements including details of how this is to be managed.  Within this section, we also break down the funding allocated for planned maintenance via the Major Repairs Allowance (MRA), which will provide a known income, year on year, for maintenance capital works.

Personnel

 

We identify, among many other posts, the personnel that control the organisation’s housing management and maintenance: Head of the Housing Department, the Head of Housing Maintenance, the Head of Procurement (Building Works) and the Head of the Direct Labour Organisation (DLO).


Social Housing New Homes Development Programme

For the first time:

  • The National Affordable Housing Programme will run over three years from 2008-2011.
  • All the funding has not been fully allocated at the start of the programme.
  • Over £8.4 billion worth of grant (with an estimated project value of approximately £21 billion) will be awarded.
  • Only 'pre-qualified' organisations can bid for funding. These now include HAs, Local Authorities, ALMOs & Housebuilders.

How will the NAHP funding be allocated?

 

Due to the problems being experienced in the finance sector and the knock on effect in the house building sector, the Homes and Communities Agency (formerly the Housing Corporation) has brought allocations forward.

 


How much funding remains to be allocated?


In June 2009, the Prime Minister announced that further funding would be made available under the NAHP.  £656 million additional funding was allocated to the programme, bringing the total available funding to just over £9 billion. 
Following NAHP allocations in December 2009 under the CME 6 funding round, £8.54 billion has now been committed.  This leaves £525 million still to be allocated under the programme.
